Health & Safety (HSE) Manager
Job Purpose
Establish, drive and continuously improve the Health, Safety and Environment management system across the Company (CFS / ICD / Warehousing / Workshop / Office), ensuring a safe workplace, compliance with Tanzania OSH legislation and industry best practice and zero harm to personnel, customers and the environment.
Key Responsibilities
• Develop, implement and maintain the company HSE policy, HSE management system, HSE manuals, safe operating procedures (SOPs) and risk assessments for all yard, warehouse, equipment, loading / offloading and workshop activities.
• Conduct regular safety inspections across the CFS yard, ICD, warehouses, workshop, fuel handling areas, reefer plugs, electrical panels and offices; identify hazards and ensure corrective actions are closed out.
• Investigate all incidents (injuries, near-misses, vehicle / equipment accidents, cargo damage, fires, spills, structural / electrical incidents) and submit reports with root-cause analysis and corrective action plans.
• Lead and coordinate the in-house emergency response team (fire, first aid, evacuation) and conduct periodic drills.
• Liaise with the workshop and operations teams on equipment safety – reach stackers, forklifts, trailers, prime movers – including daily checklists and statutory inspection.
• Coordinate with the Security Manager on traffic management, vehicle movement, parking, speed limits, pedestrian segregation and incident response.
• Coordinate PPE issuance, replacement and compliance for all staff, contractors and visitors; ensure PPE register is maintained.
• Deliver HSE induction for new staff, contractors, casual labour and visitors; conduct regular toolbox talks and safety briefings.
• Implement and monitor HSE KPIs – LTIFR, TRIR, near-miss reporting, vehicle incidents, PPE compliance, training hours, audit non-conformities – and present monthly HSE reports to management.
• Maintain accurate records of all statutory / regulatory HSE documentation – OSH audits, OSHA-equivalent registrations, fire certificates, lifting-equipment inspections, first-aid kits, fire extinguishers, hazardous-cargo storage.
• Coordinate registration, internal audits and external inspections with relevant authorities (OSHE, fire services, local government).
• Manage hazardous goods handling, segregated storage, MSDS compliance, spill containment and waste management.
• Promote a proactive safety culture through visible leadership, observation programmes, rewards and engagement with the workforce.
• Coordinate contractor HSE compliance – method statements, risk assessments, permits to work (hot work, height, confined space, electrical) and contractor safety induction.
Qualification & Skills
• Degree / Diploma in Occupational Health & Safety, Environmental Engineering, Mechanical Engineering or related field. NEBOSH IGC or equivalent international HSE certification preferred.
• 5–8 years of HSE experience, ideally in logistics, warehousing, port, CFS, ICD, manufacturing, construction or similar industrial environments.
• Strong knowledge of Tanzania OSH legislation, fire safety regulations, hazardous-cargo handling and PPE standards.
• Hands-on experience in incident investigation, risk assessment, SOP / permit-to-work systems and emergency response planning.
• Strong leadership, training and influencing skills – able to engage workers, supervisors and top management on HSE matters.
• Excellent written and verbal communication in English and Swahili.
• Valid HSE-related professional membership / registration is an added advantage
